Govt to set up expats’ welfare bank next FY

The government will set up another specialised bank to take care of the interest and welfare of expatriate Bangladeshi workers in the next financial year beginning on July 1, a minister said on Sunday.
‘It is expected that the bank will start operation sometime in the next fiscal year (2009-10) completing all necessary formalities including formulation of a legal framework for the proposed bank,’ Abul Kalam Azad, the information minister, told parliament while responding to a question.
Azad answered questions on behalf of the expatriate welfare and overseas employment minister Khandaker Musharraf Hossain.
Replying to a question from Tajul Islam, a ruling Awami League MP from Comilla-9 constituency, the minister said that the government has already begun consultation with Bangladesh Bank to expedite the process.
In reply to a supplementary question, the minister said the expatriate workers will be allowed to take loans from the bank for business or industrial ventures besides using the bank for sending remittances from abroad.
The information minister said that the government has also taken measures to export Bangladeshi manpower to East European and African countries and trying to send workers to war-ravaged Iraq for its reconstruction.
Azad hoped that more or less 600,000 Bangladeshis will be able to go abroad in the 2009-2010 fiscal year. The government is also trying to send Bangladeshi workers to Libya, Lebanon, Russia, Rumania, Sudan, Greece, Poland, Angola, Algeria, Azerbaijan, Nigeria, Botswana and South Africa, the minister added.

Hi Mr. Matin, Why government should deduct 10% from our money. We have been sending money through banking channel what contributes a lot to our national economic growth. And you are proposing 10% deduction form our hard earn money. Absurd! Are you crazy? Government should rather give us 10% incentive as a recognition of our contribution. You are writing in such a way as if you are totally ignorent of our economy and talking imbecile. Please think before uttering a non sense.

নিরলস ভাবে দেশের বিশুদ্ধ তরল বৈদেশিক মুদ্রার যোগানদাতা হিসেবে প্রবাসীদের সামনে বিভিন্ন সময়ে প্রবাস সফররত সরকারী প্রতিনিধিবৃন্দ প্রায়শঃই মুলা নামক এ বস্তুটি আমাদের সামনে ঝুলিয়ে দেন। এ ধরনের মুলা শুধুমাত্র আমরা প্রবাসীরাই নয়,ভোট প্রার্থী অধিকাংশ রাজনীতিবিধদের কাছ থেকেও দেশের আপামর জনসাধারন ও এধরনের মুলা প্রাপ্ত হন। প্রবাসীদের মুলা প্রাপ্তি ও যথা সময়ে সে মুলার হাওয়ায় বিলীন হয়ে যাওয়ার এ ধরনেরই একটা অভিজ্ঞতার কথা বলি।
গতবছর (২০০৮) জানুয়ারীতে সুইজারল্যান্ডের দাভোস শহরে বিশ্ব অর্থিনৈতিক ফোরামে বাংলাদেশের আমন্ত্রিত অতিথি হিসেবে যোগদান করেছিলেন তৎকালীন প্রধান উপদেষ্টা জনাব ফকরুদ্দিন আহমেদ। আমরা জনা পচিশেক প্রবাসী বাংলাদেশের জেনেভা মিশনের উদ্দোগে এক মতবিনিময় সভায় সেখানে উপস্থিত হয়েছিলাম।
সেখানে প্রধান উপদেষ্টা যা কিছু বলেছিলেন,তার থেকে বেশী আমাদের থেকে শুনেছিলেন।
উনার কাছ থেকে তেমন কোন মুলা প্রাপ্তি না ঘটলেও সেখানে উপস্থিত তৎকালীন পরারাষ্ট্র উপদেষ্টা জনাব ইফতেখার আহমেদ চৌধুরীর কাছ থেকে আমারা কিছু মুলা প্রাপ্ত হয়েছিলাম।
প্রবাসীদের ভোটার তালিকাভুক্তি,স্বদেশ ভ্রমনরত প্রবাসীদের নিরাপত্তার জন্য প্রতি জেলায় একজন করে বিশেষ দায়িত্বপ্রাপ্ত ম্যাজিস্ট্রেট নিয়োগ সংক্রান্ত সিদ্ধান্তের ঘোষনা ছিল এ মুলা গুলির অন্যতম।
এ ধরনের হাওয়াই মুলা দেখতে অভ্যস্থ আমরা প্রবাসীরা দাবি করেছিলামন কেবল মাত্র ঘোষনায় মুলা নয়,আমরা এর বাস্তবায়নের নিশ্চয়তা ও ফলো আপ চাই।
আমাদেরকে সে আশ্বাস ও দেয়া হয়েছিল।
মাসতিনেক পর জেনেভা মিশনের স্থায়ী প্রতিনিধি জনাব দেবপ্রিয় ভট্টাচার্য্য আমাদেরকে সত্যি সত্যিই সে সকল ঘোষনার ফলো আপ সংক্রান্ত এক সভায় আমাদেরকে আমন্ত্রন জানিয়েছিলেন। সভায় সম্মানীয় স্থায়ী প্রতিনিধি দ্রব্যমুল্যের উর্ধগতির রাশ টানা,কৃষকের সার প্রাপ্তির ন্যায় বিষয় গুলি সম্পর্খে সর্বশেষ অবস্থা বলে যাচ্ছিলেন।
ভোটার তালিকাভুক্তির অগ্রগতি সম্পর্খিত আমাদের প্রশ্নের উত্তরে উনি জানালেন,তার অভিজ্ঞতা মোতাবেক নির্বাচন কমিশনের বর্তমানে প্রাপ্য অবকাঠামো ও বর্তমান সাংবিধানিক বিধি মোতাবেক প্রাবাসীদের ভোটার তালিকাভুক্তি একটি অসম্ভব ব্যাপার বলে তিনি মনে করেন। কারন প্রবাসীদের জন্য সংবিধানে আলাদা কোন এলাকা নির্ধারিত নেই। এজন্য প্রবাসীদের শুধুমাত্র ভোটার তালিকাভুক্ত করেই যারযার এলাকার প্রার্থিকে ভোটদানের সুজোগ নিশ্চিত করার মত যথেষ্ঠ অবকাঠামো আমাদের হাতে নাই।
আমাদের পক্ষ থেকে প্রশ্ন করা হয়েছিল,সংবিধানে বা নির্বাচন কমিশনের এ ধরনের অবকাঠামো না থাকা সত্তেও কেন প্রবাসীদের এ মুলা দেখানো হচ্ছে এবং ঐ সময়ে নির্বাচন কমিশনের দুজন কমিশনার প্রবাসীদের ভোটার তালিকাভুক্তির মিশনে যুক্তরাজ্য সফরে কেন সরকারী অর্থ অহেতুক ব্যায় করলেন ?
এ প্রশ্নের কোন সদুত্তর আমরা প্রাপ্ত হইনি।
স্বদেশ সফররত প্রবাসীদের নিরাপত্তা সংক্রান্ত অপর প্রধান মুলা বিষয়ে তিনি জানালেন, শুধুমাত্র প্রবাসীদের নয় দেশের সকল জনসাধারনের নিরাপত্তার ভার সরকারের। প্রবাসীদের জন্য আলাদা নিরাপত্তা বিষয়ক পরারাষ্ট্র উপদেষ্টার কতিথ ঘোষনার বিষয়বস্তু তার কাছে পরিস্কার নয়,বিধায় এ বিষয়ে কিছু বলতে তিনি অপারগ।
এ ভাবেই আমাদের সামনে ঝোলানো হাওয়াই মুলা দুটি হাওয়ায় বিলীন হয়েছিল ।

মন্ত্রী, এমপি, সচিব, অর্থনীতিবিদ, বাংলাদেশ ব্যাংকের গভর্নর্, রাজস্ব বোর্ডের চেয়ারম্যান সহ বিভিন্ন গুনীজনদের মুখে শুনেই আসছি প্রবাসী বাংলাদেশীদের প্রশংসার কথা।এই করব, সেই করব, আসলে বক্তৃতা ছাড়া আজ পর্যন্ত আমাদের জন্য তেমন উল্লেখযোগ্য কিছুই করা হয়নি। বরং বিদশে থাকার কারনে আমাদের সন্তানদের পড়ালেখার ভীষণ ক্ষতি মেনে নিতে হয়েছে। গ্রামের জায়গা জমি বেদখল হয়ে গেছে, অনেকের পরিবারের নিরাপত্তা বিঘ্নিত হয়েছে, আদালতে তদবীরের অভাবে সুস্টু বিচার পাওয়া থেকে বঞ্চিত হতে হয়েছে। কোন সমস্যায় পড়লে প্রশাসনের সহযোগিতা পাওয়া যায়না। অনেকে আবার বিদেশে কাজ করি জানলে উৎকোচ পাওয়ার আশা করে এবং কোন কাজে সহযোগিতার বদলে নানা ধর্ণা ও বিভিন্ন অজুহাতে বরং বিলম্বিতই করে। সম্প্রতি মঈনুদ্দীন খাঁন বাদল এমপি চ্যানেল আইয়ের তৃতীয় মাত্রায় প্রবাসী বাংলাদেশীদের সুপার পেট্রিয়ট বলে অভিহিত করেছেন। দেশে আমরা সে ধরণের কোন স্বীকৃতি বা সম্মান পাইনা। দেশে ঘুষ না দেয়ায় জনৈক সিনিয়র সহকারী সচিবের কাছে আমাকে নিগৃত হতে হয়েছে, গ্রামে আমার জায়গা দখল করে এক প্রভাবশালী বক ধার্মিক মসজিদ মাদ্রাসা নির্মাণ করেছে, ছেলেকে স্কুলে ভর্তির ব্যাপারে সংশ্লিষ্টদের সহযোগিতা পাইনি। এমতবস্থায় প্রবাসী কল্যাণ ও বৈদেশিক কর্মসংস্থান মন্ত্রণালয়ের ১৯/০৬/২০০৮ ইং তারিখের বিজ্ঞপ্তি নং প্রকবৈকম-০২/২০০৪(২)/২০০২(অংশ-১)/৫০১ এর ভিত্তিতে প্রবাসী বাংলাদেশীদের জন্য দ্রুত কার্যক্রম গ্রহনের নির্দেশ দেয়ার জন্য মাননীয় প্রধান মন্ত্রীর কাছে বিনী আবেদন জানাই।

This delay is definitely due to the opinion in the file notes by our administrative cadre officers who are mainly ruling the various activities of any ministry. They are the most bogus elements in the country. They are mean, jealous, idiots, greedy, corrupted and they are unique creatures in the world who know how to twist a simple thing into a chaos so that it would never be fruitful. They can permanently bury any government decision citing various self made reasons. They have always been harboring a dirty and politically influenced attitude for mere personal gain. What they did for the nation? What contribution they have for us? They just cycle and recycle repetitively the same thing in a manner similar to a dog chasing its own tail. One should not expect more from them. Now is the time to change for improvement of their biased attitude towards a fair dealing in general unless people would spite on them.
