Bangladesh's border force is set to undergo structural and cosmetic changes and will be administered by a new law that sets death as the maximum penalty for mutiny, one year on from the carnage at Pilkhana. But the question lingers, as military authority is set to remain intact, whether the underlying reasons for the revolt, will be addressed.
The Criminal Investigation Department (CID) will submit the charge sheet by next month against over 800 Bangladesh Rifles (BDR) men in connection with the Peelkhana carnage case. Meanwhile, investigation officer (IO) of the case, superintendent of police (SP) of the CID Abdul Kahar Akand will seek more time from the court to submit the charge sheet, as today (Wednesday) is the last day to submit it.
The draft of the new law for the Bangladesh Rifles proposes raising the highest punishment to death penalty for mutiny, or disobedience on the battlefield, for the jawans of the disciplined force which is being reconstituted under a new name because of the bloody rebellion at the BDR headquarters in February this year. The paramilitary force has been renamed Border Guard Bangladesh in the draft, which suggested a new oraganogram where the post of deputy assistant director, the highest officer-level rank that the jawans could be promoted to, will be renamed. However, the draft actually suggests abolition of the post.
President Zillur Rahman today sent the reference to the Supreme Court for its opinion on whether the people charged with mutiny and massacre at the BDR headquarters should be tried under the civil code or the military law.
Reluctance to comply with the army and pent-up frustration over unfulfilled demands led to the mutiny at Bangladesh Rifles headquarters in Pilkhana on February 25.
